Too soon to move beyond just making out?

So my boyfriend and I have been dating for almost 3 months. Up until this point we've only been making out, but we're both interested in becoming more physical. The catch is neither of us wants to have sex, and I am not comfortable with anything like oral, fingering, etc. He has brought up the topic of dry humping with clothes on. I was just wondering typically how far along into a relationship it is expected for things to escalate beyond kissing to dry sex. (We're both 18, btw)
