Can i get an 85000 loan with 12500 in a credit union ?

i hav 12500 in credit union an i want to set up a buisness i hav a partner who wants to go halfes on the buisness an he has much the same so can anyone tell me do we hav a chance or how do we go bout it.. In ireland preferbaly. Or how can we go bout this
