What can I do if my landlord refuses to allow me to relocate for free?

I reported mold to my apartment manager and they told me they have to replace the drywall. However, they want to charge me a relocation fee which I cannot afford to pay in one week if I transfer to another unit. Even though I was ordered to move and my lease only talks about a fee when I have made a request to move, not when the landlord tells me to move.
