Can an employer discriminate based on location?

I'm looking for jobs in the Los Angeles area, even though I do not live in the area but am willing to pay my own relocation and other travel costs. If an employer states preemptively that they will accept only applicants from the area, is this legal? Can they discriminate based on location?
