Which MBA program is better; Seton Hall or Loyola Chicago?

When you're looking outside of top tier MBA programs, the strength of the professional network and cost are key considerations, and it sounds like Seton Hall is better on both those counts. That said, you want that network to be where you're actually planning to work. So if you'd want to come back to the Midwest after graduation, Loyola might be the better choice.
