It sounds like poor advice to me! If you quit paying rent you will be evicted and taken to court where the landlord will be granted a judgement for back rent. This will show up on your credit rating and ruin your chances of getting a loan in the near future and possibly causing other potential landlords to refuse granting you a lease or rent contract. The cops and code compliance won't come to your rescue.
