Is Maple Group HR Relocation Consultants Legal or its a scam? and this applicable to any part of the world?

Am asked to pay for a membership payment of 75$ to receive a basic membership package which they claim that after paying am guaranteed a job. Also they are not clear on how my relocation expenses will be catered for. Please advice.
