Instead of the Dream Act why not have a Relocation for Mexico's Future program for promising illegal aliens?

I agree if the living conditions there are so horrible why not have such a gifted person go back there and make life better for his fellow countrymen.But no Im not paying for it.I didn't ask his parents to jump the border.He could have been a gifted student in his own country.
