I am scarcely living on disability in the USA and researcing relocation to less expensive country. Help?

I am a 60 year old African American woman, a social worker for 30 years here in the USA. After recovering from 4th stage breast cancer, all my savings has been depleted. Researching where, and how to relocate to a cheaper country. Although I love my country, it doesn't seeem that my country reciprocates. After working in the help profession most of my life, I am very frustrated that my Government would think that I could live off of $800. month. I speak very little Spanish, so I need an english speaking country. My daughter is employed for an airline, I receive 2 international flights a year. I would like to know if there is another country that would accomodate renting a small apartment or house, in a safe environment with other expats. I love the beach and mountains.
