Is it smart to own a vehicle in Baltimore, MD?

parking kind of sucks in baltimore city depending on where you live or are going. There are quite a few garages, but they are rediculous in the prices to be honest. Most neighborhoods however have permits to park if you live there, all others are towed. Taking the bus is a risk unless you find the possibility of being robbed thrilling. The city really isnt that big, so getting around quickly is usually no problem except at rush hour. Yeah though, i think that a car would be a necessity.
